Senatorenbrief zu NSA Abhörprogrammen

Ein interessanter Brief des Senators Russel D. Feingold an Innenminister Gonzales und den Direktor für Nationale Sicherheit Negroponte, der viel aussagt, was den Wert der Einweisung von Mitgliedern der Justiz- und Geheimdienstausschüsse des U. S. Senats in die geheimen NSA Abhörprogramme und die Taktik der U. S. Regierung zur nachträglichen Legitimierung der illegalen Programme angeht.
Feingold, der in beiden Ausschüssen sitzt und ein Briefing erhalten hat, schreibt in seinem Brief, dass er die Programme entgegen der Argumentation der U. S. Regierung und seiner Einweisung, die er für ungenügend hält, immer noch für absolut illegal hält:

Feingold, der in beiden Ausschüssen sitzt und ein Briefing erhalten hat, schreibt in seinem Brief, dass er die Programme entgegen der Argumentation der U. S. Regierung und seiner Einweisung, die er für ungenügend hält, immer noch für absolut illegal hält:
I remain extremely concerned about the inadequate congressional oversight of the NSA's warrantless domestic wiretapping program.
I have since been briefed on the program, although I still have much more to learn about it. Based on what information has been provided to me, I remain absolutely convinced that the program is illegal.
In Bezug zu den Gestzesvorhaben seitens der U. S. Regierung und Mitgliedern des Geheimdienstausschusses, mit denen die NSA Abhörprogramme eine gesetzliche Grundlage erhalten sollen, schreibt Feingold, dass 14 von 18 Mitgliedern des Justizauschusses, die nicht gleichzeitig dem Geheimdienstauschuss angehören und denen deshalb wegen fehlender Unbedenklichkeitserklärung seitens der NSA und der Regierung ein Briefing verweigert werden könnte, kein Briefing zu den Abhörprogrammn erhalten haben. Das wären aber gleichzeitig auch die Senatoren, die zur Aufgabe haben, die Gesetzesentwürfe zur Legitimierung der NSA Abhörprogramme zu überprüfen. Man erinnere sich nur daran, wie damals das Patriot Überwachungsgesetz fast ohne Lesung durch Mitglieder des U. S. Kongresses von Busch durchgepeitscht wurde, worauf Feingold auch anspielt:
I have since been briefed on the program, although I still have much more to learn about it. Based on what information has been provided to me, I remain absolutely convinced that the program is illegal.
The National Security Act requires that the intelligence committees be fully informed of all intelligence activities other than covert actions. But the Judiciary Committee also has an important role to play in oversight of this program. Indeed, as you know, several bills relating to the NSA program have been referred to the Judiciary Committee. Yet members of the Senate Judiciary Committee who do not also serve on the Intelligence Committee
- that is, 14out of the 18members - have received no briefings about the program.
As a member of the Intelligence Committee who has attended briefings about the program, I believe it is essential that you provide additional information to all the members of the Judiciary Committee so that these Senators can adequately evaluate the legislative proposals regarding FISA and the government's domestic surveillance authorities that are on the Committee's agenda. I strongly believe that Congress must conduct a full investigation of the program.
